"Why don't they come legally? They can't"

That is the title of an April 29 column (click on this post's title) by Andres Oppenheimer in the Miami Herald.

He argues that the problem is that the U.S. legal-immigration system is dysfunctional, thanks to small quotas for unskilled workers and U.S. government bureaucrats' huge backlogs for processing immigration applications.
